What differentiates TSA locks from others

Unlike a regular combination lock, a TSA lock can be opened with a universal master key, regardless of the set number combination. This means that if the combination is unknown, the locks do not have to be cut open, but can be opened by security officers or agents of the Transportation Security Administration (TSA).
